Full Journal pdf2007-05-07 House Journal Page 1158 SB 59 The following was read the second time: CS FOR SENATE BILL NO. 59(FIN) "An Act relating to the use of broadcasting to promote charitable raffles and lotteries and to establishing cabbage classics as a form of charitable gaming." with the: Journal Page STA RPT HCS(STA) NT 6DP 1NR 772 FN2: INDETERMINATE(REV) 773 FIN RPT HCS(FIN) NT 5DP 4NR 1034 FN2: INDETERMINATE(REV) 1035 Representative Samuels moved and asked unanimous consent that the following committee substitute be adopted in lieu of the original bill: HOUSE CS FOR CS FOR SENATE BILL NO. 59(FIN) "An Act relating to the use of broadcasting to promote dog mushers' contests and charitable raffles and lotteries; to the maximum amount of prices that may be awarded for charitable gaming activities other than bingo; to the use of the proceeds of charitable gaming; and to establishing cabbage classics as a form of charitable gaming." (HCR 7 - title change resolution) 2007-05-07 House Journal Page 1159 There being no objection, it was so ordered. Amendment No. 1 was offered by Representatives Gara, Crawford, and Gruenberg: Page 2, lines 17 - 19: Delete "[OR THROUGH AIDING CANDIDATES FOR PUBLIC OFFICE OR GROUPS THAT SUPPORT CANDIDATES FOR PUBLIC OFFICE,]" Insert "or through aiding candidates for public office or groups that support candidates for public office," Page 2, lines 27 - 28: Delete "[, EXCEPT THE PROCEEDS OF A RAFFLE AND LOTTERY,]" Insert "except the proceeds of a raffle and lottery conducted by a permittee that is not a political organization," Representative Gara moved and asked unanimous consent that Amendment No. 1 be adopted. Representative Stoltze objected. Representative Johnson moved and asked unanimous consent that he be allowed to abstain from voting because of a conflict of interest. Objection was heard, and Representative Johnson was required to vote. The question being: "Shall Amendment No. 1 be adopted?" Representative Guttenberg declared a conflict of interest. Representative Crawford moved and asked unanimous consent that the House rescind previous action in failing to adopt Amendment No. 1. Objection was heard. Representative Coghill placed a call of the House. The call was satisfied. The question being: "Shall the House rescind previous action in failing to adopt Amendment No. 1?" There was objection. HCS CSSB 59(FIN) will advance to third reading on tomorrow's calendar.
